LabView programs not seeing the RTE

So im trying to update to the current LabView runtime engine to run driver station, cRIO imager, etc. and ive downloaded the RTE from this link

and im currently using a Windows 7 Home Premium Computer.

but when i run the installer, i replace everything, install, it prompts for reboot, i reboot, but if I try to run any LabView program it still says that it doesnt detect a LabView RTE

If i run the installer again, it says that everything is loaded on and asks if im prompting for an uninstall... so the installer knows its there but the programs cant find it. Help?
