2013 Imaging Tool Not Working

I am having an issue where the 2013 tool will not image the cRIO but instead stays trying to reboot the cRIO, I tried every way of connecting to it, crossover cables, connecting through the router, directly to the cRIO, etc. It still won't image it and says rebooting cRIO. I tried it with the 2012 tool and that worked fine.
