I've ran several MC servers in the last few years.

I wouldn't recommend running one during build season, just because you'll pretty much be wasting money on a server with few people. At least, that's what I experienced when I was on a team.

Second, DON'T purchase from a 'dedicated MC host.' Most of the time, they don't use very good hardware, or are often 'shack' hosts. Just get a VPS (I've used DotBlock, but YMMV) and install the server application. DotBlock provides MCMyAdmin if you choose their MC settings.

As for the server itself, decide on what kind to make. For example, economy, PvP/Hardcore, etc. I usually use WorldGuard and make a spawn area, no matter what kind of server I'm running.

Yea, I know. I bought A dedicated MC server once and well, it went to waste.

I actually have multiple dedicated servers located in Dallas, Texas. One of them has room for a 4GB server. I would love to host one for the FRC community.
(I might even be willing to purchase a domain, since they are fairly cheap...)

Let me know if you guys would be interested in a full blown server.
