Is it allowed to have a program connecting to the camera running alongside the driver station and dashboard during the competition that is completely unattached to either one?

Are you saying a separate window on the driverstation laptop, or a separate computer? I know that a second computer connected to the robot is not legal, but I'm not sure about a non dashboard window

Nothing restricting extra programs.
Nothing requires the use of a Dashboard either.

It'd be really hard to limit or even just list all the tasks a PC has running on it. Just try not to do things that disrupt communications for the Driver Station app.

I don't think the rules say anything about what programs you can run, other than requiring the Driver Station application.
