The process originally described was to load tanks during the match, which would imply that the robot (including battery and cRio) were not part of the process, thus illegal. I would still be extremely concerned about safety, even if everything was loaded up from the robot. That safety concern (handling and mounting pre-charged storage tanks) could very well be enough to cite R08.
