Bumper Button Holes?

We are considering a novel way to install our bumpers which doesn't require hands or tools inside the robot perimeter. Rather than fixing bolts (such as carriage bolts) to the plywood backing, then tightening nuts onto them from inside the frame, we want to use loose (moving) screws placed into fixed threaded inserts in the frame. The screws would be accessed through small holes in the bumper fabric, framed with a button hole (via our sewing machine) to prevent tearing, and perhaps covered with a small flap. Fit a screwdriver through the hole, tighten, and we're done!

I can't find any references to techniques like this anywhere, nor can I see anything in the rules that would forbid it. Any thoughts? Thanks!
