You need to use standard printf formatting.

Your line should be something like:
lcd->Printf(DriverStationLCD::kUser_Line3, 1, "Rate: %f", shooterOne->GetSpeed());

Also, calling the Clear() method first tends to prevent weird overwriting problems that muddle the output.
