LiveWindow not working/SmartDashboard strangeness

We've had several issues regarding SmartDashboard and LiveWindow.

The simplest one is... sometimes SmartDashboard won't switch to LiveWindow when we switch to Test mode on the console and press Enable. At other times it will. When it won't work we've tried restarting SmartDashboard (with and without restarting the Driver's Station app), restarting the robot, switching between running in Debug mode (we use C++) and with deployed code and none of that seems to fix it. An hour later we sometimes try it again and find that it works.

The issue we have with the SmartDashboard is that it appears to get "stuck." No new items will show on it, values will not update properly. You can put it in edit mode and move things about, etc., but it won't update from the robot. The most sure fix is to delete the save.xml file and restart it. But that means redesigning the layout and custom displays and is a bit of a drag.

I've noticed this happening more than once when I send a different list of items using the Sendable Chooser (i.e. The robot sends one list and it displays. Later, it attempts to send a different list. The Chooser may disappear altogether, or not, but the Dashboard is stuck thereafter. Upon the aforementioned "wipe" fix, the chooser displays properly again. However, I do not believe this is the only thing that causes this.
