If you are only using one cRIO on the robot, then it is considered to be KOP, regardless of age or slot count.

If you are using two of them, then the second one has to be costed at what NI sells them to teams for.

The second one does not need to include the cost of modules, unless you are using an analog input module in it for some reason. There should not be any digital or solenoid modules, as the second one is considered a "COTS computing device" and cannot be used to directly control robot functions. It only can be used for the sort of tasks another computing device could be used for, such as vision processing, sensor data acquisition, etc.

On top of what has already been posted the 8-slot cRIO was included in FIRST Choice and thus falls under the definition of a kit of parts item this year.
