No declines. I tried to put it in Captain-1st pick-2nd pick format, though the order of the picks may not be completely accurate.
I wrote down #7 at the event differently, double checking the webpage and the team standings has 1646 at #12 and 1756 at #23.

The finals went to three matches, and the last match was decided by a tiebreaker as they tied 94-94. Alliance 2 committed no penalties, and Alliance 4 committed one penalty. As a result, Alliance 2 was awarded an extra point and the regional victory. These were two very evenly matched alliances, and they were a lot of fun to watch.

EDIT: After further review, it was found that a 2 point disc had been missed for red. Therefore, it was not a 94-94 tie, but a 96-94 victory for the fourth ranked alliance. Congratulations to 1425, 1983, and 753.
