If you'd read the image's caption, you'd have answered your own question.

They expect to add a 'traction aid' to the wheel's circumference, but haven't done so yet.

A very nice wheel but one problem, how do you intend to secure your tread to it? Your not allowed to use screws to attach the tread because FIRST considers that metal contacting the playing surface.
It was posted in the FIRST forums.
We have that same problem, I hope you have a good idea for attachment.
