Does the opperator interface connect to the robot controller?

Not physically with a wire. They 'connect' over the air with the radio modems. Make sure the radio modems are connected to the radio ports on the OI & RC. Also make sure the team number is set correctly on both the OI & RC.

Also, be sure to use the metal-antenna radio for the OI and the other one for the robot.

you can use the tether feature outside of competition, it allows you to run the OI on the robot's power...
