Actually now that I think about it...
2013 - 4 scoring levels (or main scoring targets)
2012 - 4 hoops
2011 - 4 minibot towers
2010 - 4 goals
2008 - 4 scoring balls, zones
Etc....

Reduced by 25%.

(could also be interpreted as going to 5, reducing the limit positively)
