Move Before Shoot?

Is it legal to move before shooting? I saw nothing in the manual, if there is something could you point me to the rule?

Of course it is. Why wouldn't you be not allowed to move before shooting?
It would screw over all the robots designed to push the ball into the goal.

There is no clear rule stated in the autonomous section. I'm guessing there will be a rule update as to whether you can or cannot, but please show the rule if there is proof to back up your claim.

The GDC doesn't explicitly state EVERYTHING that you CAN do*. They tell you what not to do and watch what people come up with.
I think it is safe to say that, as long as there is no rule stating otherwise, it is legal to move before shooting.

*there are some exceptions to this regarding wiring, pneumatics, and controls; but even those rules allow for some flexibility.
