FIRST Button on WindRiver not appearing

Let me start from the beginning, back in 2013 I accidentally forgot to uninstall WindRiver from the previous year before installing the 2013 version of WindRiver. What I did next this year was delete the WindRiver directory and the WindRiver folder found in C:\Program Files\Common Files\InstallShield\Universal because that was a solution that another FIRST member found in this thread.

I then proceded to install WindRiver using both discs since the laptop I am using is running Windows 7. I did not open WindRiver between installing each disc. After I installed each disc, I then installed the mandatory C++ update or the workbench update. After doing this multiple times I have not been able to get the FIRST button to appear on the toolbar on the laptop even though I was able to get it on my desktop.
