priority usually means first, but in this case you don't want priority, you want to go second. I'm pretty sure we all get what they mean but the GDC really needs to think through some of the stuff they write in the manual, it's really easy to get lawyered.

I'm certain the GDC do think very carefully about what they write in the manual.

But as any computational linguist will tell you, human language is a extremely imprecise form of communication. To be effective it requires a significant set of shared assumptions by all parties.

It's far easier to find ambiguity in the rules than to write them.

Very true, it just seems that this years manual has had a lot more ambiguity than previous years. It just seems that the obvious way to state the rule would be "teams in the goalie zones must position their bot before teams in the white zone."
