Does the 2014 FRC Java installation come with default ready-to-run 4-motor code?

If so, try loading and running that. If that powers the motors, then the problem is in your code.

If it doesn't, trace the signal forward from your joystick to the Victor by looking at your PC screen and at LEDs on your bot. One common cause of the problem you described is a improper seating of the PWM cable into the Victor.
