Scholarships for past FIRST member

So I have a friend who graduated last year and we were wondering if he is still eligible for scholarships and if so, which ones?

In this past, I've looked for something like this for myself and found nada.

(EDIT: on searching the newest scholarships, I see that there are a few available, but only one specifically dedicated to post-high school. The rest Seniors in HS and some Juniors can apply.)

I particularly would like to see a two specific scholarships created for FIRST participants (mentors or volunteers):

One for those returning to school for a second degree in STEM.
One for those returning to school for a second degree in Secondary Education.

What are ways that scholarships can be created?

In the same vein, I have at least one student (and maybe more) who plans on enlisting in the military after graduation. He asked if would still be eligible for FIRST scholarships when he completed his service so we took a look, but there didn't appear to be any options.
