Axis M1013 will not go above 15 fps

We've been trying to use our new Axis M1013 to track the balls and vision targets this year, but we're struggling with the slow update speed. We cannot get video above 15 fps for some reason. Right now, I have the camera connected to my computer directly via ethernet. I can go to the camera's webpage fine and access the settings, and pings are under 1ms so the connection is fine.

Running the default dashboard program, with the only modification being setting the IP of the camera to 192.168.0.90, its framerate locks at 15 fps. The settings are at 30 fps, 320x240, and 38% compression. The bandwidth usage is resting at 0.6 Mbps. The camera settings have not been changed other than to change the password and add the FRC user, but the framerate is definitely set to Unlimited.

Anyone have any idea why we can't get more than 15 fps? Thanks in advance.
