Does it state in the rules is you are allowed to have an arduino on-board the robot. (We are going to use it to program LEDs)

You are allowed an Arduino for lights yes.

To answer the question, no, it does not state in the rules that you are allowed to have an arduino on-board the robot.

But the rules also do not say you cannot have an arduino on-board.
