Driver station installation issue

Good Morning,

I am posting this on behalf of my programming team. Here is the problem as I understand it:

2 Laptops with identical setups:
Machine software specs:
Windows 7 32-bit (this is a clean OS install on freshly formatted hard drive)
All Microsoft updates applied
Google Chrome is only non-native program installed

Hardware:
Gateway M Series laptop
Intel Core-2 Duo 2.0GHz
3GB RAM

Problem:
Laptop 1: Driver station installation was successful and runs as expected

Laptop 2: When they go to install the FRC NI Update 2014 from:

there comes a point where they should be prompted for a password. The install skips the password prompt, goes straight to the NI installation welcome screen and then crashes with no error logs from NI or in Event Viewer.

Already attempted following steps:
Format and re-install OS
Triple check all required Microsoft updates
Disable all firewalls

Any ideas and/or help is greatly appreciated.
