Alternatively it could be teams with mis-tuned high-powered shots who can't complete a cycle, therefore can't get more than one truss score.

I think his 15 point number was drawn from the fact that an alliance can score 15 points without ever scoring a goal. If each of the three robots gets their 5 point autonomous mobility bonus, you should have no fewer than 15 points right off the bat.
