Question Bumper Specs?

Can anyone tell us the specs for the bumpers in the 2002 competition? We need to find out the dimensions, weight, material, etc. (This refers to the ones that are attached at the competition.)
Do they count towards the final specs of the robot?

The above site gives details and clarifications. Basically, I think the bumpers are included in the weight limit but can stick out 4 inches in each direction beyond the 'basic robot.'
