FIM Third District Event Points

When a team attends its third district event, they do not accumulate any of the points gained at the event toward State qualification.

My question surrounds the available points at the last weekend events. If a team competing in their 3rd district wins that event, would they in effect lock out the highest point total available? I am assuming that the available points would not be reseeded downward to the next highest team on their 2nd event. I didn't see anything in the FIM qualification rules that addresses this.
