This can be formulated as a linear program and solved with something like SciPy's scipy.optimize.fmin_cobyla (http://docs.scipy.org/doc/scipy/refe...fmi n_cobyla), PyGLPK (http://tfinley.net/software/pyglpk/), or cvxopt (http://cvxopt.org/).
