I am fairly sure you are wrong. There is no rule that limits teams to amount of FIRST events they can attend and compete in. 45 is registered for St Louis, Pittsburg, Midwest, and the Championships

Team 999 was the last rookie team during 2k2. So Logically team 1000 on is a rookie this year
