I don't have any inside knowledge (for sure--I work at SpaceX, but not with Kevin et al), but despite the application saying "FIRST students" as the only real requirement, there are U.S. government regulations that would probably preclude accepting anybody not a U.S. citizen or permanent resident. Someone asked a similar question last year, and got a very similar response.
