Per 2014 rules you would have to post the design publicly before kickoff and make the board after.

Note about 2015 rules being subject to change goes here.

If they plan on offering the board as a Cots product then they can make them now.

Correct, but to do so it has to be an entity other than the team (see the definitions of COTS and VENDOR)

Livonia Warriors are offering MXP Breakout Boards for purchase

The Livonia Warriors FRC Team 2832 has developed a break-out board that fits snugly on the roboRIO controller to provide access to the MXP port. If interested in more details please view the flyer available at: https://drive.google.com/file/d/0B_N...ew?usp=sharing
