Yes, Hawaii has increased capacity.
They have been trying to do so for many years, and after tons of emails from our RD to raise it, they have finally listened.
In the past, we kept having to have teams register on the waitlist and have FIRST switch them over to registered. Our event was capable of having 40+ teams but never could understand why FIRST put a limit of 27 up until now.
