Bottom stacker or top stacker ?

We are considering the problem from two basic perspectives:

1). We stack at the top. This gives you a robot like a fork lift. It can reach out and over things. Some of its challenges are stacking high and falling forward.

2). We stack at the bottom by grabbing an existing stack, lifting it 13", then placing it on an item on the floor (then repeat). You get a bot that resembles an engine lift. Its challenges are that it has to lift heavier loads an ultimately move them into place without them falling over.

Which would work better for this years game ?
