Yes, this is a interesting twist, I was wondering the same thing here in Michigan.
There has not been an update on the First In Michigan website, and I am not sure if all of the districts are harmonized on advancement rules.
Last year Michigan had a rookie bonus points, in an effort to get more rookies to States. I am pretty sure this was a Michigan thing, as the year previous, no rookies made it to states.
