I this may be worth a Q&A clarification, I was wondering the same thing, especially if it tips backwards while going over the ramp, that could put it's highest point much higher than 78"

Right now I am reading it as the ROBOT, per the glossary, is the "...electromechanical assembly..." itself which if it is built to not get taller than 78" there is no way you can rearrange it in space that will change how it is built, therefore how tall it is.

If I pick up my christmas tree no one is going to say the tree itself it taller now.

Edit: Yes, G22 blue box seems to confirm.
