It did have a previous and separate installation of WindRiver Workbench on it. I didn't go through any uninstall procedure for that (do you need the original install media for that - I didn't see any uninstall option). I just deleted the C:\windriver folder but the install problem persisted.

Yes, it is the C/C++ version. I used the same file download to install eclipse on two other laptops with no apparent issues (yet).

So it's working on some laptops, just not on that one. Are they running the same version of Windows and same hard drive configurations (only a single drive/partition)? I'm just looking for something clearly different between the working computers and the one that doesn't work. Is that laptop connected to the internet when you're doing that step? It might be that eclipse is looking for some dependent plugin on one of the preconfigured update sites and it can't connect to it.

Yes - I used the exact some source files to get two other laptops running correctly (so far).

All are running Windows 7, and that's all that's on the hard drive.

And yes, I'm connected to the Internet during the install attempt. It's very strange.
