He's already been banned, but no you cannot just report a user in general.

I know of no way to directly report a user, but reporting a post by that user will bring whatever you wrote in the report message to the attention of the moderators. They will take the appropriate action.

I could be wrong and it could be coincidental here, but a lot of websites don't report users and instead use report post because that provides a direct link to evidence supporting the cause of report. It saves time instead of digging through the persons activity you have citation.
