Try turning off windows firewall
Try disabling all other network adapters. Its recommended to only image using USB. You may have to put the RoboRio in safe mode to try again.

Did you extract the NI Update files into a folder before running the update? If you try to run it from within the .zip file, things usually don't work properly.

Thanks for the suggestions. Yes, the update files were extracted and we tried safe mode. We eventually got it to work by following directions from this thread: https://decibel.ni.com/content/message/91743#91743
We imaged it with our Classmate over ethernet, and setting a manual ip (169.254.11.11) for the classmate.
