Perhaps there is some upper limit to the number of inputs it can expand to? Perhaps its behavior is dependent upon the screen size and resolution? Alas, none of this seems to be documented anywhere.

As Alan alluded to, your team may need to create a custom Dashboard to achieve what you are looking for.
