Help needed; problem with Talon SRX's

We are having some problems with the Talon SRX's. We are trying to determine if they are bad or if somehow we are using them wrong. We are using the CAN BUS and commanding them to go to a value of 0.4 and both LEDs on the talons are blinking red, which indicates that reverse throttle is applied. We are measuring the voltage output using a DC DMM and one of our Talons registers -2.00 volts and the other -0.1 volts. Neither of these voltages seems to be strong enough to drive the motors. We increased the power to 0.9 on the inputs and the output voltage did not change. Does this sound like a problem with the Talon's themselves, or could this indicate another problem. Any help you can provide us would be greatly appreciated. Thanks.
