Initial release of RoboRIO Webdash

This is a helpful debugging utility for the RoboRIO, designed to expose diagnostic data from NetConsole, Network Tables, and
Live Window through an elegant web dashboard, hosted by a dedicated python server on-board the RoboRIO.

Current features include

• Live Netconsole output
• Server-side Netconsole monitoring, so you can find error messages after the fact.
• Read-only Live NetworkTables readout
• Read-only LiveWindow display
• Minimal resource usage.
