You would have to convince your inspector that the LEDs are either a computing device or a camera, and that the 9v battery is integral to it.

Since they don't compute anything, and they are not a camera I don't think they fit the first part. Furthermore, I doubt that they came with the battery integrally installed so they therefore don't fit the second part.

Anyway, that rule only applies to COTS devices, not devices you make yourself.

I am a mentor, and can only read the manual and tell you what it sais as well, but as Domtech pointed out, the etc there applies to examples of when the the battery is an integral part and self contained within the COTS item (housed entirely).
I would be a little surprised if the LED's you want to run fulfill this requirement, so if the LED's can run off five volts do that, if they can't buy a 9V voltage regulator and run 12v from the pdp or the vrm (I would use the pdp, but I don't know what exactly your using the LEDs for) to the regulator then to the LEDs.
If they are wired with a 9v head, and you don't want to cut it off, buy another from radioshack or somewhere and pair them.
