Can FTC Dean's List finalist also be nominated for FRC Dean's List?

Can an FTC Dean's List finalist also be nominated for the FRC Dean's List? I don't see anything in the rules about this one unless I am looking in the wrong place, and it seems to be a different competition given that 10 students are selected for each.

I don't see anything in the rules for either program's Dean's list submission process, but the two awards are handled separately. How many submissions a team can make are limited, but a student doesn't seem to be limited in winning one award, by winning another.

The FTC Dean's List Page even states that students who have won in previous years can be re-nominated provided they're otherwise eligible.

On the 4th page of FTC Deans List submission instructions they say that the student is eligible.

FRC/FTC
Students from both FIRST Robotics Competition and FIRST Tech Challenge are eligible to be nominated for
the Dean’s List Award in their State’s region/program. There is no rule that states a student cannot be
nominated for both programs. However the Coach or Mentor writing the nomination should focus the essay on
the student’s accomplishments in the program in which they are being nominated. If the student is being
nominated in each, the Coach/Mentor should adjust the content of each essay to each program.
