We can place a R/C on a three stack, but we can pick a four stack with a R/C up and still be stable.
We opted to build around being able to place either a stack on an existing stack or put a R/C on a three stack. We are of the thinking that stacks of more than 3 are going to be more of a rarity rather then the rule, due to the time involved in making stacks.
