Agreed, that's the difference between the Hard Cap (Andrew's definition) and the Soft Cap (your definition).

I predict 3 alliances will reach the 219 point Hard Cap, while all but a couple alliances with weak captains or weak scouting will be able to hit the Soft Cap.
