I'm not quite sure what you're delineating as "this project", but no one I've talked to on the normal committees had input in this decision. In fact, they didn't even know about it before hand, which as you might imagine is quite problematic as it means 2015 Worlds can't be used to its fullest in terms of training/prep (leaving exactly one event, 2016 Worlds, in which to do it).
