It's called server meltdown. There are more students than teachers waiting to get the grades. So they stagger the releases across the states. The teacher load is much smaller so they can roll them out earlier. It keeps the College Board from buying more servers for test result times.

But why not roll them out the same for each area? Teacher for region X, then students of region X. Teachers for Region Y, then Students of Region Y. They are all over the place right now. Seems random.
