Question about NASA grant.

Can community teams not affiliated with a school apply for the NASA grant, or does the team have to be affiliated with a school? If the team isn't school sponsored, how would you go about filling out the school related parts of the form?

Yes. My team, a community team, just finished our application. We contacted NASA and they suggested we discuss our sponsoring nonprofit where they ask for school information.

It think the only rule about that says that you need to be in a country where there is a regional... Or maybe that's the rule for Rookie Grant...

Per the NASA grant website, only US teams can apply.
