[OCCRA]: Slow-Blow Circuit breakers

If OCCRA is been unable to obtain 35Amp slow-blow circuit breakers this year (our past supplier quit making them), we will be forced to go back to using the common 30-Amp breakers that we used for the first 10 years of the league. It would obviously be unfair to have some teams with more current going to their motors than other teams had. Since the change to 30-amp breakers will only take a few seconds and can be done at inspection, we will not make the call yet but will continue looking for the 35-amp breakers. Teams are all advised to test their robots and make sure they work as planned with 30-amp breakers.
