The FIRST Robotics Competition ("FRC" is no longer going to be used by FIRST
) only gives out banners for Chairman's, Woodie Flowers Finalists, and event winners. There's no official Rookie All Star banner. If you saw a RAS banner, then the team custom ordered it.
