So RP would be used to Determine W/L/T and Points would be used to Determine Qual Seeding?

Points in a match are used to determine the W/L/T which in turn decide Ranking Points (along with Breach and Capture).

Ranking Points are used to determine ranking as detailed in 5.3.3 and 5.3.4.

You need to read the entire manual and use the information together to understand the game. It is hard to understand things with only bits and pieces of knowledge.
