Noticed the same thing about the angles and when you layout the field elements the way they show them in the competition field drawings you get 14.5 degrees.
As far as field element width, look at the drawing for GE-16021 in the field drawings that adds 2.5" to either side of the shield so they are actually taking up 2.875" per shield or 14.375" total.
Still working through it, I'll update once I figure it all out.
