Frame Perimeter Definitions and/or Problems

While discussing strategies with my team, we came upon the realization that winching our robot up, if it becomes horizontal as in the picture, if the cable is more than 15 inches long, it's considered more than 15 inches outside of our frame perimeter.
Is this true? Are there exceptions for the last 20 seconds?
